Mining Plant Operations Expert Services

Services of a Mining Plant Operations Expert in groups: XV - methane and dust hazards, XVI - fire hazards, XVIII - gas and rock outburst hazards

 

Pursuant to art. 74 in connection with art. 72 points 15, 16 and 18 of the Act of 9 June 2011 – Geological and Mining Law (consolidated text: Journal of Laws of 2011, No. 163, item 981) and art. 104 of the Act of 14 June 1960 – Code of Administrative Procedure (consolidated text: Journal of Laws of 1960, No. 30, item 168), CLP-B Sp. z o.o. has been granted the qualifications of an Expert for Mine Operations:

 

GROUP XV – methane and dust hazards

  • carrying out tests and issuing opinions for the purposes of classifying a seam or part thereof into the appropriate methane hazard category in underground mining plants extracting hard coal – § 11 point 4 letter a of the Regulation of the Minister of the Environment of 29 January 2013 on natural hazards in mining plants, Journal of Laws of 2021 item 1617 (hereinafter referred to as the ‘Polish Regulation on Natural Hazards in Mining Plants);

  • carrying out tests and issuing opinions for the purposes of classifying seams or parts thereof and workings or parts thereof in underground mining plants extracting hard coal to class A of coal dust explosion hazard – § 20 point 7 of the Polish Regulation on Natural Hazards in Mining Plants;

  • issuing opinions on technical designs referred to in § 38 of the Regulation of the Minister of Energy of 23 November 2016 on detailed requirements for the operation of underground mining plants (Journal of Laws of 2017, item 1118, hereinafter referred to as the "OHS Regulation") for longwall ventilation areas where the absolute methane content forecast is expected to exceed 40m³ / min (§ 244 of the OHS Regulation);

  • examination of the methane hazard status in the event of a methane concentration of 0.5% or more in air samples taken for laboratory analysis in non-methane fields or in coal mining plants where the methane content in the coal seam is greater than 0.1 m³ / Mg calculated as pure carbon substance – § 272 point 3 of the Occupational Health and Safety Regulation;

  • carrying out tests to determine the methane content of coal seams – § 277 section 2 of the occupational health and safety regulation;

  • developing forecasts of absolute methane content in pits and corridors in unexplored parts of the deposit – § 283 of the Occupational Health and Safety Regulation;

  • giving opinions on technical projects referred to in § 38, concerning the exploitation of coal seams classified in the II-IV methane hazard category in the border areas of the mining plant without leaving a border pillar – § 284 of the occupational health and safety regulation;

  • carrying out tests and issuing opinions in order to determine whether the seam is not at risk of coal dust explosion – § 409 section 3 of the Occupational Health and Safety Regulation;

  • carrying out tests for coal dust explosion hazards in order to classify coal seams and determine the hazard in mining excavations, including shafts or pits – § 410 section 1 point 1 of the Occupational Health and Safety Regulation;

  • determining the content of natural methane in coal (methane content) by the direct method – point 2.1.1. of Annex No. 3 to the Occupational Health and Safety Regulation;

  • performing additional tests if the methane content in coal determined by the desorbometric method shows a significant increase in the methane content of the seam – point 2.1.3, Annex No. 3 to the Occupational Health and Safety Regulation;

  • carrying out tests and determination of methane of natural origin in coal if the content of methane or other flammable gases in the tested hole exceeds 1% – point 2.1.5 of Annex No. 3 to the Occupational Health and Safety Regulation;

  • carrying out tests of the methane content of the seam in the event of methane content or the sum of flammable gases being found in gas samples taken from test holes in the amount of 1% or more in a seam previously considered non-methane – point 2.3.12 of Annex No. 3 to the Occupational Health and Safety Regulation;

  • carrying out tests of the methane content of the seam in the event of methane content exceeding 0.1% being detected in air samples taken at the face of the examined excavation – point 2.3.13 of Annex No. 3 to the Occupational Health and Safety Regulation.

 

GROUP XVI - fire hazards

  • giving opinions on the principles of bringing air into the workings at a downward slope in the event that the average downward slope of the workings or ventilation side is more than 10º – § 175 section 3 point 3 of the Occupational Health and Safety Regulation; 

  • developing instructions specifying the temperature and mass of heated coal – point 7.17.4. of Annex No. 3 to the Occupational Health and Safety Regulation. 

 

GROUP XVIII – gas and rock outburst hazards

  • carrying out tests and issuing opinions for the purposes of classifying a deposit or part thereof into the appropriate category of gas and rock outburst hazard – §16 point 5 letter a of the Polish Regulation on Natural Hazards in Mining Plants;

  • developing outburst hazard forecasts for the newly accessed part of the deposit, when the methane content is found to be not less than 4.5 m³ CH₄ / Mg in terms of pure carbon substance – §397 section 3 of the Occupational Health and Safety Regulation ,

defining criteria for assessing the risk of gas and rock outbursts based on sorption properties and the content of volatile matter in coal – § 380 section 3 of the Occupational Health and Safety Regulation.
